Merge partitions in Windows Server 2008

In my Windows Server 2008 computer, there are four partitions on the hard disk: partition C, partition E, partition F and partition G. The size of partition C is only 40 GB, while that of partition E, partition F and Partition G is respectively 137 GB, 180 GB and 142 GB. Recently, I find an obvious decrease in computer running speed and performance. Therefore, I decide to transfer all files in partition E to another place and then get some free space from it. After that, I can merge the free space that gets from partition E into partition C so as to increase its capacity. Unfortunately, I got no idea in my mind about how to merge free space to partition C. Any suggestions from you will be greatly appreciated.
